Burns said: "Samaras is a player who has come from a good level in the English Premier but he will find this club is different, the demands are different.
"That's the nature of it, you have to be a winner here, and that's not an 'every week' thing, it's an every day thing.
Celtic failed to land Burnley forward Kyle Lafferty with a reported bid of £2.5million plus Derek Riordan.
And Burns admits the form of Samaras could mean Celtic fail to pursue their interest in the 20-year-old Northern Ireland international.
"I would think if we can't get Kyle Lafferty now, we would try to get him in the summer or whenever the opportunity comes," Burns said.
"If Samaras does really well there might not be any need to get Kyle Lafferty. It's an opportunity now for Samaras to come in and show what he can do."
