Rooney tangled with Bluebirds youngster Jordon Mutch early in the Cardiff City Stadium contest, appearing to kick out at his opponent and also attempting to strike him with his left arm.
Referee Neil Swarbrick brandished a yellow card for the England international, who scored and setup Patrice Evra's header, with the decision being met positively by Mackay and Moyes.
"I have looked at it (the Rooney incident) again and some referees might send him off, but I thought overall Neil Swarbrick had a good game and I think he handled it well," Mackay told Sky Sports.
"I think it was two teams who were tough and committed and there were some tasty challenges throughout the whole game.
"But I think his handling of the game was reasonably good."
Moyes added: "I think Mutch runs across his path and runs down the line of the ball and I think Wayne's half in motion, I don't think it is any more than a booking that's for sure.
"I think there's lashing out at times and I don't think that was a lash out in any way."
