It has been no secret that City have been in talks to procure the Brazil international but Premier League rules over third-party ownership have hindered the deal.
All parties have now agreed the terms of a transfer, though, and a fee of £19 million is expected to change hands for the striker's services.
CSKA president Yevgeny Giner said: "It's the right price for Jo. I think it would be wrong now not to let the player move to England.
"If Manchester City settle the issues regarding a visa, then the transfer will take place."
