West Ham have reportedly had an opening bid of £5 million rejected by Bournemouth for Harry Arter.
David Moyes is a fan of the Republic of Ireland midfielder and wants to recruit him this month.
However, The Sun, has claimed that Bournemouth are disgruntled by the Hammers opening bid of just £5 million.
Arter signed a new four-year deal with the Cherries during the summer, however he has fallen out of favour under manager Eddie Howe.
Should the Hammers come back with a good offer, they could manage to sign Arter this month.
The Cherries reportedly want West Ham to at least double their bid if they want to sign the player.
