A decision will be made in the coming weeks over whether Kevin Grosskreutz remains with Borussia Dortmund.
The winger's current deal runs to 2014 and his agent Konstantin Liolios insists neither party are willing to allow him to enter the final 12 months of his contract.
Liolios' partners have spent this month encouraging English clubs to make an offer for Grosskreutz, with Manchester United, Everton and Liverpool all contacted.
"Should I continue with my career in a foreign country at some point, the Premier League of England would be my top priority," said Grosskreutz earlier this month.
"I really like the way football is played over there."
