Borussia Dortmund will be sending midfielder Kevin-Prince Boateng back to Tottenham at the end of the season.
Spurs want £4 million for the Germany U21 international's permanent transfer.
"At that price, we will certainly not pay," said Dortmund sports director Michael Zorc.
