The Daily Mail says sources at the Westfalenstadion insist an approach from City for Reus has already been rebuffed.
Manchester United will fare no better if they follow up their interest with a bid when the January window opens.
BVB gave City short shrift over Reus, according to club insiders, and have already reacted to overtures from United by setting up contract talks with the attacking midfielder.
