FIFA president Sepp Blatter is gunning for Manchester United over their deal for Corinthians defender Dodo.
Brazil's 1970 World Cup-winning captain Carlos Alberto accused United of "raping" his country's football earlier this month.
Blatter insisted: "The protection of young players means there will not be any international transfers before the age of 18. Players must be registered with their academies from the age of eight when they first play organised football.
"The Brazilian FA president asked me to stop the exodus. I promised we will."
