Ian Holloway is still waiting for new contract talks at Blackpool.
The Daily Star says his contract ran out after the historic 3-2 victory over Cardiff and he is effectively a free agent.
Blackpool chairman Karl Oyston has made one offer to the 47-year-old but insiders claim the terms were "laughable."
Cash-conscious Oyston is renowned as a thrifty operator and is preparing another contract proposal.
An insider added: "Ollie has been the best thing that's happened to Blackpool in a long time and he should have been given the keys to the place for getting them promoted.
"He deserves a contract reflecting the remarkable job he's done in 12 months."
Holloway only signed a 12-month deal last May.
Assistant Steve Thompson, who has been at Blackpool since 2005, is also out of contract.
