Blackpool boss Ian Holloway admits he and chairman Karl Oyston are still trying to get to grips with the Premier League's transfer laws.
Holloway describes preparation for the Premiership as a "culture shock".
He told the Blackpool Gazette: "I'm going to have a big iron door shut on me on August 31, when I need to have 25 players who I can use until January.
"You are only allowed two players on loan from Premier League clubs at any one time. My chairman's first question was can we borrow from the Championship, which I don't know if anyone has ever done.
"It says you can call on your pool of under-21 players if you get injuries but we don't really have the youth set-up we need for the Premier League.
"I can't use emergency loans like last season, so we have all sorts of problems."
