Blackburn Rovers are determined to land Freiburg striker Papiss Cisse.
Rovers have already had one offer for Cisse rejected by his German club.
The Daily Mail says Blackburn are now set to double their £6m offer for Cisse to £12m in a bid to beat off interest from Lokomotiv Moscow and Zenit St Petersburg.
Rovers boss Steve Kean is anxious to land his first major signing of the summer.
