Blackburn Rovers chairman John Williams has defended their lack of activity in the January market.
He told the Lancashire Evening Telegraph: "For some time we've believed continuity is a virtue.
"Mark believes this is the best squad he's had in his four years here and he wants to build on it, while also keeping as many of the lads as he can.
"We have targets for the summer, we hope we can get them, and keep hold of what we've got generally, and still be in the realms that we operate.
"The days have gone when we were one of the big-spenders but there's lots of players still available.
"Around £140 million was spent in January but how many of those players would Mark have wanted in his first XI?
"There may have been one or two but you can certainly count them on one hand - probably on a couple of digits.
"Sometimes you have to think about what you've got, and what we have here.
"We'll never turn away a bargain, but if we sign a player he has to have a damn good chance of being in the first XI rather than the first 19.
"That's where we feel we are. We'll bring players in but we want players who are better than what we have, and that won't be easy."
