Blackburn Rovers boss Steve Kean says Carlos Tevez should have been made to apologise to his Manchester City teammates last week.
City have suspended Tevez and Kean claims he would deal with the situation differently.
"If someone refused to go on as a sub, I would make him meet with the rest of the players," said Rovers manager. "I would make him meet with the rest of the players to explain their actions.
"I was at the game in Munich and I didn't see what was going on at the time.
"It's a difficult one. I know there's an argument that it was lost in translation that he didn't want to warm-up rather than want to go on.
"If it's right, then it was disrespectful to his team-mates and fans.
"We can't get involved in it and we've just got to concentrate on what we've got to do."
