The board will draw up a shortlist of candidates and hope to have a new boss by the weekend.
Sources close to Shearer have indicated the Ewood Park legend is interested in launching his managerial career at Rovers.
But he will wait for them to call rather than applying for the job.
Shearer, 37, is the fans' choice to replace Mark Hughes.
