Last week it appeared any deal for the Egypt international was dead after contract negotiations with the player stalled, even though a £6million transfer fee had been agreed between the two clubs.
But Bruce told Sky Sports News: "To be fair to the player it was never really about personal terms, it was issues over lengths of contracts and one or two other things.
"It's still there, we still hope we can do something with the boy. We've been patient, we've gone back to the drawing board and tried again and we'll see."
However, Bruce has ruled out making a move for Arsenal's out-of-favour midfielder Mathieu Flamini.
He added: "The player has decided to stay with Arsenal.
"He was somebody we tried to bring into the football club but he obviously made his decision that he wanted to stay at Arsenal which we've got to fully respect."
