Besiktas hope to sign Fulham winger Kerim Frei this week.
The club's vice-president Deniz Atalay has confirmed talks with Fulham over a fee for the midfielder.
He told Radyospor: "A definitive agreement has not yet been granted. We are busy and in the process of meeting. Talks are continuing."
Turkey's transfer window closes on September 6.
