Sport says Chelsea held extensive talks with Dutch midfielder Xavier Simons and tabled a contract to his family for consideration.
However, after a marathon meeting with La Masia directors, the Simons family decided Barcelona was the best option for Xavier to continue his development.
Meanwhile, PSV Eindhoven have failed to tempt Cameroon teen Bobby Adekanye, 16, away from Barca.
PSV were prepared to take Adekanye on-loan while he served his FIFA suspension as part of Barca's transfer ban. But the player's reps were able to convince La Masia chiefs to let him continue to train with the club, rather than be sent abroad this season.
