The winger is being linked with a move to England, where Liverpool and Arsenal are keen.
Asked about Pedro yesterday, Zubi replied: "He's not transferable".
Meanwhile, the sports director also spoke of Alexis Sanchez's situation.
"I do not know where he will end up. If he stays with us he will be extraordinary because he has shown his level at the World Cup where he was one of the best."
