Fernandez is seeking a replacement for new Chelsea signing Pedro and had focused on Celta Vigo attacker Nolito.
But Barca's contract offer left the Spaniard unimpressed last week.
Finding cover for Xavi, after his departure to Qatar this summer, is also a priority for Fernandez.
