The Mirror says Wigan's £5million-rated left-back has been cleared to speak to both his boyhood club Everton and Sam Allardyce's Newcastle before deciding where to go.
The Toon chief is ready to offer bigger personal terms than Everton, leaving Baines with a tough choice - although he is still swaying towards Goodison.
Everton's bid for Baines - first revealed two weeks ago - has stretched their transfer kitty. Boss David Moyes did not want to pay so much and offered less cash plus Andy van der Meyde in exchange.
But, backed by chairman Bill Kenwright, he has increased the cash offer to match Newcastle's. However the player's wages are still a potential stumbling block. Baines is due to meet Everton first, but is still likely to head for Tyneside to hear what is on offer.
