The Belgian is inside the final year of his current deal and was linked to an offer from Liverpool last week.
Atletico Madrid are also in contact with PSV about a price for the exciting attacking talent.
Bakkali is currently training with PSV 'B' after being dumped from the senior squad by coach Philip Cocu.
