Aston Villa are planning to introduce a standing area at Villa Park.
Villa hope to put forward their proposal at a meeting of the Premier League later this season.
But even if their bold proposal was given the green light, Villa would require a change in law to open the stand.
Chief executive Paul Faulkner has provisionally earmarked the corner of Villa Park, where the Holte End meets the Trinity Road stand, for a test area, according to the Birmingham Mail.
But even if they are given the go-ahead, it would be the 2013/14 season at least before the stand was open.
