Villa officials now want to re-establish dialogue with Rangers over defender Cuellar's potential return to Ibrox.
Villa want to move on well-paid players with just 12 months left on their contracts like Cuellar, Habib Beye and Luke Young.
Their exits would enable Villa boss Alex McLeish to fund a move for Spurs' ex-Rangers defender Alan Hutton.
