The Spanish midfielder's playing contract under Arsene Wenger ends this week.
The Frenchman would like him to remain with the Gunners, where he has been club captain for the last two years.
Arsenal's bitter rivals and neighbours Tottenham would also like him on the coaching staff – but that would be a controversial move.
City, though, are in pole position to give Arteta a coaching platform, following his career as a classy midfielder.
