Mikel Arteta is demanding final say on all transfers before taking the manager's job at Arsenal.
The Daily Mail says Manchester City coach Arteta, 36, will spend this week finalising the deal's details, recruiting his coaching staff and ensuring he has the right degree of influence of transfer policy.
The Spaniard will have to work within a more collegiate structure than Arsene Wenger and will have a limited budget, though the expected sale of Aaron Ramsey would raise additional funds.
However, Arteta will insist that he has a strong voice and a power of veto over transfer policy.
Arsenal are preparing to announce the City coach as Wenger's successor next week.
