The Daily Express says scouts from both clubs have been trailing Rennes star M'Vila, with Spurs making a £12.7m bid plus add-ons. The Ligue 1 club value M'Vila at an unconditional £15m.
Rennes have already confirmed the renewed interest of Arsenal in M'Vila over recent days.
