Petr Cech will not be given permission to leave Chelsea by anyone but owner Roman Abramovich.
According to The Telegraph, the Russian billionaire will have the final say on the future of the 32-year old goalkeeper who is being heavily linked with a summer exit at Stamford Bridge.
Despite winning the Premier League title this season, Cech is not keen to remain as second-choice behind Thibaut Courtois and could be on the move across London to Arsenal.
Paris Saint-Germain, AS Roma, Inter Milan and Besiktas are also keen on Cech but ultimately, his future lies in the hands of Abramovich.
