Arsenal and Tottenham are chasing Zenit St Petersburg midfielder Andrei Arshavin.
The Sun says Arshavin, 27, looked set for a move to Tottenham after Euro 2008 but Zenit St Petersburg refused to budge on their £25million price tag.
Agent Dennis Latcher admitted Real Madrid look favourites to sign him, but has not ruled out a move to London.
Latcher said: "He is being followed in England, Italy and Spain. Several things are happening, but we have had no concrete offers.
"Real Madrid are in pole position but we have not entered into any negotiations."
