The Portugal international has been a sensation in Spain this season on-loan with Valencia.
Marca says the 21-year-old is being tracked by both the Gunners and Manchester United.
PSG are looking to recoup some of the some the cash they have spent on Neymar and Kylian Mbappe in order to meet FFP commitments and would look to receive £30 million for the Portuguese, who has three-and-a-half years left on his current deal at the Parcs des Princes.
The 21-year-old is currently on loan at Valencia following his move to the French capital in the summer and has netted three times in 13 La Liga appearances, which has led to Los Che looking to signing him on a permanent deal.
