But the Gunners can afford to budget Barkley's £150,000-a-week salary demands - something Spurs will not do.
Arsenal, though, are also waiting for Everton to drop their £50m demands.
A bidding war late in the window could ensue as a result, with Barkley out of contract at Goodison Park next year.
