Arsenal boss Arsene Wenger believes Neymar's world record move from Barcelona to PSG has redefined football.
Wenger also says Manchester City's huge spending has changed the meaning of it is to be a "big club".
He explained in France Football: "This summer, there were only fabulous sums spent on transfers. Neymar at €222m, City which spends €150m for two fullbacks. Is all this viable? Yes. But before answering this question, I would formulate another: what is the size of a football club?
"Thirty years ago, it was defined by a figure, the number of people who would support this club at the stadium on Saturday afternoon. Today, it is always that of the public that it attracts, but it is also now the financial power of its owners. And that's a fundamental change.
"The revenues received from TV broadcasters have also changed, but this revenue in England is shared between the twenty Premier League clubs in a very fair manner, this is not subject to any discussion. The true transformation, for the last ten years or so, in England and elsewhere, it is the fact that the majority of owners are now foreigners.
"Sometimes billionaires, sometimes governments, states that have the financial power to make the decision to buy a Neymar for over €200m."
