The Mirror says Gunners' boss Arsene Wenger still believes Liverpool striker Suarez wants to come to the Emirates, despite confusion about remarks the Uruguayan has reportedly made in the past 24 hours while on international duty.
Nor is he put off by the Anfield giants insisting they will not sell to Arsenal, who they view as direct Premier League rivals.
Wenger is drawing up a Plan B, but is adamant his main targets will be in place when the transfer window closes on September 2.
