VfL Wolfsburg chief Klaus Allofs says they did all they could to tempt Romelu Lukaku to the Bundesliga.
Everton smashed their transfer record to land the former Chelsea striker to the tune of £28 million.
Allofs lamented: "We had some temptations and we could do more, no doubt.
"But in the case of Lukaku, we were not prepared to negotiate for certain quantities. It is our philosophy. There are certain rules to follow.
"I think after our campaign in the market people look at us differently."
