Portsmouth owner Sulaiman al-Fahim expects Ali Al Faraj to kickstart Fratton Park's makeover.
The first board meeting for the new regime will be held at the start of next month.
Al Fahim told Reuters: "We will have our first official board meeting on 1 December and I am giving back the property rights to the club so they can upgrade the current stadium."
