The Serbia international joined the Reds as a free agent over the summer but has struggled to make an impact at Anfield.
Now, just six months into his spell in England, he is weighing up his options ahead of the re-opening of the transfer window.
The 29-year-old's representative, Cvijan Milosevic, says Jovanovic's preferred option would be to stay at Anfield and prove his worth, but admits he will have no choice but to seek a move if his situation does not improve.
He said in The People: "He wants to prove what he can do but if he remains a reserve by the end of the month his plans could change.
"Returning to Belgium (where he previously turned out for Standard Liege) is not a priority - there is interest in him from clubs in Germany, Spain and Holland."
