Milan are using the same strategy as they did for Chelsea striker Didier Drogba, which was confirmed by agent Thierno Seydi this week.
For the moment, City are refusing to budge from their position: a six-month loan for €5 million plus the requirement to sign Tevez permanently at the end of the season.
