And Italian giants Juventus are also eyeing the youngster as the long-term replacement for Gianluigi Buffon - just as he is expected to be with his country.
But Berlusconi, still to part company with Milan despite drawn-out talks with potential Chinese investors, is confident he can keep Donnarumma with the Rossoneri.
“Gigio is one of Milan's jewels," Berlusconi told La Verita.
“He's a gorgeous product of our youth system, he feels strong attachment in his heart to the jersey and the Rossoneri colours.
"For us he's completely off the market."
