AC Milan vice-president Adriano Galliani says they need a "special strategy" to compete with Europe's big spenders in the summer market.
Galliani said: "In general, to win you must have a big squad, a good coach and a team: but it is hard to compete with those who demand twice as much as us and Real Madrid pay less taxes.
"So we need a special strategy.
"In recent months we have been hurt by injuries but Milan cannot repeat this season next year and, therefore, there will be some graft. There will be some reinforcements, some will stop playing and others will return from injury."
