Il Messaggero says while Panucci is doing preseason at Trigoria, his representatives have been tabled a two-year contract offer by AC Milan.
Milan vice-president Adriano Galliani made contact with Roma chiefs Bruno Conti and Daniele Prade over the weekend to discuss Panucci's situation.
The Italy international, now 35, is currently mulling over Milan's surprise offer.
