AC Milan vice-president Adriano Galliani says Santo star Paulo Henrique Ganso is a target.
But he admits his non-EU status is proving a stumbling block.
Galliani said: "He'd like to join us in January and we'd like that too, but he's a non-EU player, so the rules have to be changed first. We hope that the non-EU restrictions are altered."
Presently Italian clubs can only sign one non-EU player per season if they already play outside of Italy.
"Our swoop will come in midfield because we are well fixed up in all the other areas of the side," added Galliani. "And it won't be Riccardo Montolivo of Fiorentina either."
