AC Milan vice-president Adriano Galliani says their big spending days are over.
After securing Ignazio Abate and Luca Antonini to new deals last week, Galliani now insists this will be their policy.
"The economic situation in Italy, worse than the others, forces a new need to pay great attention to youth. This will be our line for the future," said Galliani.
"We will have our young players return home, like Astori, Diniz or Paloschi. I also regret for having let go guys like Matra, Sammarco and Donadel.
"I still am optimistic, even looking at what our Primavera team is doing, first in the league and in the semifinals of the Coppa."
