Chelsea owner Roman Abramovich plans to overhaul their scouting network.
The People says the Russian billionaire, whose previous interference in team affairs led to the departure of former boss Jose Mourinho, wants to shake up Chelsea's scouting set-up - by using his own contacts in the game.
Abramovich knew little about the game when he first arrived at Stamford Bridge but has formed a network of agents and contacts he will ask to compile a transfer hit-list.
And that will put pressure on Chelsea talent-spotter Frank Arnesen, the man who was promoted to a top role and is now being pushed to deliver.
